Rating/Rank is only important to people who are aiming to get into the tournaments, a full rostered guild shouldn't be losing to a group of 8 random players.

Yeah this works out real well for people who bought all PvP editions, "Hey before you GvG you have to go win the Hall of Heroes to get a sigil, oh wait you need to guest or invite people to your guild so you have to go win another sigil before you can afford that.
This is why a large amount of people buy gold off ebay.
If they continue with the system of top 32 guilds making the playoffs there shouldn't really be a problem with people getting tanked by pugs.

Winning Halls is easy, go win a sigil, get the money from it. As I said, earn it.

Not only is this incorrect, but it's a pretty stupid assumption. Maybe you've never tried to help out those less fortunate guilds out there with new players trying to learn and get better at the game, only to get rolled by some pug with an even worse rank in under 2min. and be discouraged to play GvG again.

If PuGvG is done just to have fun (as opposed to trying to make it into the playoffs), what about diminishing returns on rating? If you have more than 2 guests, then the max amount of rating you can get from a win could go down with each guest. They could remove the cap on guests, just have it so that if you have 5 or more (or 6 or whatever is decided) guests, that the maximum amount of rating you can gain from a win is only 10 (all wins would be scaled down, so 25->10, 4->1). Losses could still go up to -25, but a PuG guild shouldn't be as worried about rating as real guilds would be.
This seems harsh to guilds that guest a lot of people, but I think it should be. GvG is guild vs. guild, not 8 random people vs. 8 random people, so I think the rewards should help real guilds moreso than PuG guilds. 2 guests is the max I'd allow before rating won takes a hit, since 6 from the real guild will give a fairly good representation of their skill. You mentioned that some people take the PuG guild rating seriously, but I can't really see why. If you're guesting different people all the time, then the rating doesn't really represent you very well (but judging by the people who are interested in PuGvG, many of those guilds would probably be able to make it into the top 200 anyway.)

I agree with dropping the guest invite price and reducing the price of changing halls. You shouldnt have to "earn" ie. grind for gold for things like that. I mean cmon I think the gh NPC's are a big enough gold sink.
But I dont like facing PuGs/smurfs so Im gonna say the 4 member req should stay.

About reducing the amount of guild members required to gvg: I don't think its a big issue, but lower it or raise it and don't remove it. I can't see why Anet would ever do that, but Id like to avoid Solo/heroway gvg.

What about a place called Guild Arena or somesuch nonsense. Go there, group with 8 People, and instead of fighting as guilds, it could just be Red Team vs Blue Team. Same mechanics as GvG, offer some sort of reward incentive. Host Team could choose the map, and when other teams choose "Enter Battle" they choose which map they want on the list of teams waiting, or host their own and wait.
It would have all the same problems as the old HA/Tombs, maybe more since there isn't a large rank system, you're either Champion or not. It also might encourage gimmicks within full PuGs, since it's alot easier to run IWAY with a group of random people than a balanced.
A sperate title sytem, item incentive, or something else would still encourage full guild groups to go there, especially all of the "still learning" guilds that want to become competative. It would also offer a good place to try new ideas, strategies and builds without risk to rating.
Title system may also be able to segregate and distinguish guilds/groups/players of higher skill, so top 10 team doesnt play ten 5minute matches against newer players.
